Proposed Constitutional Amendment- Jan 21, 2008
 
VACANCIES
(a)    In the event of the President not being able to perform his/her functions or a vacancy occurring in the office of President, the Vice President shall act as Interim President until such time as the President is able to resume his/her duties or for the remainder of the President’s term of office.

(b)   In the event of the Vice President not being able to perform his/her functions or a vacancy occurring in the office of Vice President, the Deputy Vice President shall become Acting Vice President until such time as the Vice President is able to resume his/her duties or for the remainder of the Vice President’s term of office.

(c)    In the event of an elected Vice President not being to assume the office of President, for any reason, in the usual manner after the Spring Annual Business meeting, the Deputy Vice President, who would have been acting as Vice President, will become Acting President until such time as the elected Vice President is able to assume office as President or for the remainder of the term the elected Vice President would have served as President. 
(d) In the event of a vacancy occurring in the office of Secretary, the Executive Council shall appoint someone to fill the vacancy until the next annual elections when a Secretary will be elected to serve a normal term in the usual way.


(e) In the event of a vacancy occurring in the office of Treasurer, the President will be delegated to take control of the finances until the next annual election when a Treasurer will be elected to serve a normal term in the usual way.

Call for Nominations – ALA Elections 2008

ALA members are reminded of their constitutional right to nominate candidates from at large.  Anyone wishing to make a nomination should observe the following procedure:

1) obtain the signatures of five paid up ALA members in support of the nomination.

2) obtain in writing the signature of the nominee.

3) obtain a 150 word (or less) biography/campaign statement from the nominee.

4) forward these three documents no later than January 5, 2008 to the ALA Elections Officer.

The 45th Annual Meeting of the African Studies Association is December 5-8, 2002, at the Marriott Wardman Park Hotel in Washington, DC. Africa in the Information and Technology Age is the theme of the conference. Cheryl Johnson-Odim of Columbia College Chicago is the National Program Chair. Proposals and accompanying membership and pre-registration fees are due in the ASA Executive Office by Friday, March 15, 2002. Incomplete proposals will not be forwarded for review

Requirements for Participation
Persons who propose presentations or organize panels and roundtables for the program must be 2002 members of the African Studies Association with dues and annual meeting pre-registration or non-members with pre-registration fees paid by the time of submission. Scholars not residing in the US should indicate in their correspondence with ASA if they are unable to submit funds from overseas because of currency exchange problems, keeping in mind that the imposition of a fee for a US money order does not constitute a currency exchange problem.
Individuals will be accepted to make only one presentation; as a paper presenter, a roundtable participant, a poster session presenter, or a discussant. Individuals may chair one panel in addition to making one presentation. Participants are reminded to settle on their preferred mode of participation before submitting materials.

Registration
All participants must pre-register at the time of proposal submission. Proposals submitted without proper membership and pre-registration fees will not be considered.
ASA members are required to be current 2002 members and to submit the discounted pre-registration fee at the time of submission.
Non-members are required to submit the non-member pre-registration fee.

Refund Policy
Refunds of pre-registration fees will be made only if the presenter’s proposal is rejected. Other refunds of pre-registration fees will be made only in extraordinary circumstances, will incur $25 service charge, and will in no case be made prior to the Annual Meeting. Refunds must be requested in writing by December 31, 2002. Refunds of ASA memberships will not be made because of proposal rejection. Fees are not transferable.

ASA Policy on Proposal Acceptances
The National Program Chair, working with her committee, bears final responsibility for acceptance or rejection of all paper, panel, and roundtable proposals for the Annual Meeting. The National Program Chair is responsible for assuring that panels conform to standards set by the Board and the Program Committee. The National Program Chair has full authority to add or delete presentations on panels in order to accommodate proposals for individual papers and to enhance the overall quality of the program. Efforts will be made to contact proposers of panels affected by these changes when they are made; however, publication deadlines may take precedence over such notification. All paper and panel proposals must be submitted through the ASA Executive Office on the appropriate forms. All papers, whether submitted individually or as part of complete panels, will be reviewed separately.

Coordinate Organizations’ Panels
ASA Sponsored Organizations may propose up to two panels annually that will be accepted without review by the Program Committee. These two unreviewed panels proposed by ASA Sponsored Organizations must be identified as such in writing at the time of submission by the organization’s coordinator. Merely identifying them as sponsored panels will not grant them unreviewed status. Such unreviewed proposals must meet all administrative requirements, including papers and panel abstracts, and membership and pre-registration status for participants.
In addition to the two panels from each of the ASA Sponsored Organizations, the National Program Chair may but is not required to accept panels which will be listed in the program as “organized under the auspices of...” provided that the organizing groups are ASA Associate Organizations, Affiliate Organizations, or Allied Groups.

Proposals
Use only the standard forms, and make sure that the copies are legible. The authors of all proposed papers should sign the paper proposal form. Proposals sent via e-mail or fax will not be processed. Proposals lacking abstracts will not be processed. Three (3) copies of all proposals and abstracts must be sent to the ASA Executive Office in New Brunswick for entry into the central database. Panel Proposals
An organized panel usually has a chair, four paper presenters, and a discussant. A proposal for an
organized panel consists of the “Panel/Roundtable Proposal” form, panel abstract, “Paper Proposal” forms for each presenter, and individual paper abstracts for each paper. The abstracts should consist of a statement topic, the nature and extent of the research on which the paper is based and a brief summary of the argument (one paragraph, 8-10 sentences). The quality of the paper abstract is the main criterion for acceptance, so panels with weak abstracts are unlikely to be given high priority. Two or more weak abstracts may eliminate the panel altogether. The National Program Committee may add individual papers or discussants to proposed panels.

Individual Paper Proposals and Poster Session Proposals
Individual paper proposals and poster session proposals must be submitted on the “Paper Proposal” form and be accompanied by an abstract. The paper abstract should consist of a statement topic, the nature and extent of the research on which the paper is based and a brief summary of the (one paragraph, 8-10 sentences). The quality of the paper abstract is the main criterion for acceptance.
The National Program Committee will create panels from individual submissions with common themes. The National Program Committee will identify an individual to chair the session. Individual proposals may also be added to proposed panels at the discretion of the National Program Committee. In no case will a co-author be added after the National Program Committee has accepted a paper.

Roundtable Proposals
A roundtable consists of a chair and four or sometimes more speakers. Proposals for roundtables must include an abstract. Use the “Panel/Roundtable Proposal” form to propose a roundtable.

Indicating Sections/Sub-themes
All individuals proposing panel or papers should designate the section for which the proposal is most appropriate. Africa in the Information and Technology Age, the conference theme, is divided into 17 thematic sections are labeled A through Q. Please review the theme statement below for a listing of sections/sub-themes. If the proposal can be included in two or more sections, indicate first and second choice sections. If none of the sections is appropriate for the proposed paper or panel, or if you are unclear as to correct section, designate Section Z. All proposals will be reviewed by a section chair who will make recommendations to the National Program Committee.

Audio Visual Equipment
The ASA provides to conference participants--at absolutely no charge to them--three different items of A/V equipment (slide projectors, overhead projectors, and VCRs), provided this equipment is requested on the proposal form. The ASA provides the same items of A/V equipment for poster session presenters. They are also provided with chalkboard and corkboard.
A/V equipment requests must be made at the time proposals are submitted.  Failure to request A/V equipment will result in the individual having to rent the equipment himself or herself. Persons requesting A/V equipment after March 15, 2002 will be referred to the on-site A/V vendor where that person or persons will make arrangements to secure their equipment request.

Deadline
The deadline for submissions is March 15, 2002. 

Notification
The ASA Executive Office will make every attempt to notify individuals of their acceptance; however, publication deadline may take precedence over this individual notification. Accepted panels and presentations will be listed in the Preliminary Program, which will appear in the September 2002 issue of the ASA News and on the website.

Funding Participation
The Association does not provide financial support for attending the conference to persons whose proposals are included on the program. Participants are advised to seek funding for travel and local expenses from their own institutions. Proposals from persons who have not paid their pre-registration and membership fees will not be processed.
While the ASA understands the correlation for some presenters between presenting and receiving funding from their institution to attend the meeting, proposals from individuals with unpaid fees will not be processed. The ASA can prepare invitation letters to help participants secure funding. Please contact the ASA Executive Office at callasa@rci.rutgers.edu for letters of invitation.

APPEL A CONTRIBUTIONS

La CICLIM a décidé de transformer son bulletin annuel en revue scientifique. La disponibilité généralisée d'internet permet d'assurer désormais par voie électronique la diffusion des informations pratiques relayées jusqu'à présent sur papier dans le bulletin. La nouvelle revue, intitulée Expressions maghrébines, publiera en priorité des articles scientifiques inédits à la pointe des recherches consacrées aux diverses formes d'expression artistiques - littérature, cinéma, chanson, etc. - ancrées au Maghreb et dans la diaspora maghrébine.

Chaque numéro annuel comportera une collection d'articles réunis autour d'un thème commun, assortie d'une sélection d'articles variés. Un comité scientifique a été constitué pour évaluer les articles soumis à la revue et pour assurer la coordination des numéros. Un comité de patronage est également en train de se constituer.

Le premier numéro, coordonné par Isabelle Larrivée, à paraître sur papier en 2002, sera consacré au thème suivant:

QU'EST-CE QU'UN AUTEUR MAGHRÉBIN?

Qu'est-ce qu'un auteur maghrébin? Se définit-il (ou elle) par sa culture, sa langue, sa citoyenneté, son lieu de résidence, les thèmes de son oeuvre ou le rayonnement de celle-ci? Dans quelle mesure les écrivains d'origine ou d'appartenance maghrébine sautent-ils la barrière des clivages ethniques, religieux ou géo-politiques? Quelle est l'importance des appartenances nationales dans l'éclosion et la réception de leurs écrits? Pourquoi classe-t-on ou refuse-t-on de classer tel ou tel auteur comme maghrébin? Qu'en-est il des auteurs 'beurs', d'un Paul Smaïl, d'un Le Clézio, d'une Isabelle Eberhardt et de bien d'autres déracinés d'ici et d'ailleurs? Ce sont là autant de questions auxquelles sont invités à répondre les chercheurs travaillant sur divers aspects de la littérature du Maghreb. Date limite pour la soumission des articles: 31 décembre 2001.

Chaque article ne devrait pas dépasser environ 40.000 signes (6.000 mots). La ponctuation, ainsi que les notes et références, doivent être conformes aux normes appliquées par la revue. Quarante ans après l'indépendance de l'Algérie, les relations entre celle-ci et la France sont marquées par un legs historique encore mal digéré et de nombreux points sensibles dans les échanges politiques, migratoires et culturels entre les deux pays. Dans quelle mesure les populations de part et d'autre de la Méditerranée réussissent-elles à tourner la page sur le passé ? Voient-elles aujourd'hui plus large que les vieux clivages entre colonisateurs et colonisés ? La mondialisation apporte-t-elle une banalisation des relations bilatérales entre Français et Algériens sinon le dépassement de celles-ci par l'ouverture vers de nouveaux partenaires et interlocuteurs culturels et politiques? Ce sont là autant de questions auxquelles les participants à ce colloque pluri-disciplinaire tenteront de répondre par le biais de communications, discussions et débats menés par des spécialistes renommés.

"THE UNIVERSAL FORUM OF CULTURES"
Barcelona April 23 to September 24, 2004

A new event is being shaped that seeks to address one of the main challenges of the twenty-first century -- to ensure dialogue of cultures.
Numerous debates, discussions, thematic exhibitions, and the World Art Festival will take place. The Forum aims to facilitate dialogue between peoples, cultures and civilisations. It is an attempt to respond to the challenge posed by the globalisation of all human activities; it is also a contribution to the principles of tolerance and the culture of peace promoted by UNESCO. It hopes to provide an opportunity to show the world the best of each culture, to learn from each other, and to pool together everything that favors solidarity, human rights and sustainable development.
Three major issues will be the subject of debate:
· cultures and diversity
· cultures and peace
· cultures and sustainability.
The Forum will bring together cultures from all over the world and it will offer each an opportunity to show its own creative skills. The Forum invites everybody to an exchange of experience, contrasting ideas and beliefs, in the spirit of tolerance and respect and stimulating cooperation. It hopes to be a meeting of community spirit, in which everyone will participate from the perspective of his or her own identity.
The participants will not be nation-states, but rather different groups of people interested in the problems raised at the Forum and willing to join in. Besides UNESCO, different non-governmental organisations, universities, multinational corporations, as well as major political and trade union organisations will take part.
The Forum will encourage the presence of young people, the university and scientific communities, professionals, intellectuals, artists and creators. The Forum hopes to leave behind a legacy of knowledge, expertise, relationships and documentation on the subjects dealt with, to contribute to the continuity of the event, and to pave the way for the cities wishing to host similar events in the future.
The Forum is an initiative of the Barcelona City Hall, supported by Generalitat de Catalunya and the Spanish Government, as well as UNESCO.

RESEARCH GROUP FOR TRANSLATION AND COMPARATIVE STUDIES (RGTCS)

The objective of the research group is to promote interest in translation and comparative studies. Among others, RGTCS publishes a biannual journal, Offshoot. The seventh issue is in print now, in English and Arabic.
The journal's advisory board consists of Sidi Mohamed El Yamlahi (Saadi), Mohamed Laamiri (Oujda), David Richards (Leeds), Sara Mills (Sheffield Hallam), Ahmed Saber (Fes), Christopher Norris (Wales), Leo Hickey (Salford), Mariam Carr (Salford), Said Faiq (Salford), Andrew Smith (Edinboro, Pennsylvania), Christopher Spicer (Pacific Lutheran), and Rosanna Masiola Rosini (Perugia).
The group also undertakes the organization of conferences on translation, contrastive textology, culture, literature, social/critical discourse analysis, society and Anglo-Moroccan historical, cultural, and political relations.
RGTCS is interested in the co-operation of research and projects in Morocco, the Arab world, and the West.
To date, RGTCS hosted a conference on "The Discourse of Otherness: Theory and Practice" and the papers of the conference are published; the group is considering a conference on "Alterity in Translation and the Creative Arts," the journal invites scholarly contributions on theoretical, historical, cultural, and practical approaches to such issues as translation processes and products, contrastive text analysis, terminology, and comparative literary and cultural studies; and RGTCS intends to organize, in 2001, a study day on "Post-Colonialism and the Production of the Productive Other."

egotistics is published twice a year and endeavors to uphold the standards expected from an academic journal. We hope you will find material of interest here; we hope you will submit your writing. Having a publication can considerably increase your chances in the marketplace or when applying for a Ph.D. program. "Publish or perish" is perhaps a bit too harsh, but if there weren't an element of truth in the slogan it wouldn't be heard so often.

JOURNAL OF ENGLISH AND FOREIGN LANGUAGES
I have just taken over as Editor of the Journal of English and Foreign Languages (JEFL), a journal published by the Central Institute of English and Foreign Languages(CIEFL), Hyderabad, India.
This journal is intended to serve as a forum for the sharing of experiences and the discussion of problems related to the theory and practice of language and literature teaching. The teaching could be in an actual classroom or a "virtual" classroom, which would use the distance mode for teaching purposes.
Submissions are welcome from anyone who is professionally involved in the teaching of English or any other foreign language. Since JEFL represents a variety of cross-disciplinary interests, we invite articles on a wide range of issues. Articles which draw on relevant research in such areas as anthropology, applied and theoretical linguistics, communication, education, psycholinguistics, psychology, first and second language acquisition and socio-linguistics, and then address implications or applications of that research to issues in literature and language teaching are particularly welcome.
We are especially interested in articles which focus on new developments or offer fresh insights and interpretations. Articles written for JEFL should be original and not published before.
JEFL follows a blind review policy. Writers, whose articles are accepted for publication, will receive a copy of the journal along with ten off-prints of their article.
Articles not accepted for publication will be returned only if they are accompanied by a self-addressed stamped envelope.
Articles should be between 1000 and 4000 words in length. A 200-word abstract should accompany the article. A brief biographical note (fifty words) should also be enclosed with the article. The format to be used for listing references, etc., in the text, is the MLA format. One hard copy of the manuscript, along with a copy on a 3.5" floppy should be sent to:

Op.cit, a graduate ejournal of literary criticism
Op.cit is a newly-debuted/student-reviewed online journal published by graduate students in the English and Comparative Literature programs at The Catholic University of America (Washington, D.C.).
For our upcoming second iteration, we welcome complete (or nearly complete) articles, essays, or papers from graduate students or scholars who have had a Ph.D. for fewer than 3 years. While at this time there is no suggested genre, period, or theme, the focus or methodology of the article should reflect our interest in returning to the close criticism of the literary text. Articles might also explore the place of close literary criticism in the classroom and in contemporary academe.
Note that due to the volume of submitted articles and essays, we may not be able to respond to your submission immediately: We will do our best to respond to you in a reasonable amount of time.
We will be posting shortly a comprehensive set of electronic mark-up formatting guidelines that we are attempting to implement; the approach to annotation and source citation is similar in spirit to recent Chicago guidelines.
Papers submitted to op.cit may be emailed to us (submissions@opcit.org) or sent on CD, ZIP, or 3.5" floppy (PC or Mac) to the attention of:

Dear ALA Friends and Colleagues,

Today is the announced deadline for receipt of proposals for the program of the 27th Annual Meeting of the African Literature Association in Richmond this April.  We set this deadline in consultation with our printer and others to meet the deadlines that we ourselves face in organizing the conference.  Nonetheless, many of the proposals that we had been given reason to expect have not yet arrived.  We are therefore obliged (as conference conveners before us have been) to extend the deadline as far as we possibly can.  That limit is the end of this month.

JANUARY 31 is the date by which we must receive your proposal and the treasurer must receive your 2001 membership dues in order for us to guarantee a place on the program for your presentation.

The many proposals that we have received already, both on aspects of the conference theme and on other areas of research, offer promise of an especially focused, stimulating, and productive meeting.  A draft of the program will be published on our web site (www.richmond.edu/~lang/ala) early in February, as soon as it is available.  If you want to be part of that program and have not yet sent us your proposal, please do so without delay:

From the Editor’s Desktop

Colleagues: With pleasure, I write to introduce you to the ALA’s new and official website. Starting with some potential queries, I want to assure members that, as with the on-line version of the Bulletin, this website is not meant to supplant the print version of the Bulletin. Many of our members still look to the print version of the Bulletin as their major source of getting information about our association.  My hope is that some of the more basic information about the organization will now be readily accessible on line. As is presently the case, however, only paid-up members will get the password necessary to access the Bulletin on line. Also, because the website is meant to be a living document, I will rely on the membership to provide me with information that will continue to keep the website up to date.
 

In brief, the website (www.africanlit.org) and registered under the domain name africanliteratureassociation.org, has the following major links:

1. ALA General Information/Constitution and Bylaws
I have included excerpts from our present constitution and bylaws just so that we will have an idea of what that link would look like when the constitution/bylaws committee has finished its current assignment of revising the constitution/bylaws.

2. Caucuses: This section will deal with news and other information received from the ALA
caucuses.

3. ALA & Other Related Conferences: Essentially this will be our conference information section. Every new piece of information will be updated in a way that still will not make the Bulletin irrelevant.

4. Your Executive: As you may have noticed in the latest issue of the Bulletin, I have decided to make available the email addresses of all Executive Council members as well as the 2001 Richmond conference email address.

5. ALA Bulletin: This link provides access, for paid-up members, to online issues of the Bulletin.  Paid-up members who do not have the current password should please contact me

6. Meetings and Minutes: Beginning with the most recent set of minutes, all approved minutes and other such documents that have been printed in the Bulletin will also be posted in this section.

7. Membership and General Information: This section provides basic information on membership, dues, renewals, etc.

8. Writing and Freedom will deal with African Literature and Human Rights Issues.

9. Committee Documents will include committee reports and other such documents. I decided to separate them from minutes for ease of use.

10. Related links, for now, include links to the ASA, MLA, African Literature and Cinema, RAL, & the ICLA. Additional links relevant to the activities of the ALA are welcome for consideration.

11. ALA Actions Pending/Resolutions Passed will help preserve our institutional memory through an electronic griot.
